Tata Motors - I am not satisfied with Indica DLS fuel efficiency.

Dear Sir,
I have purchased a Tata Indica DLS Car bearing Regn. No OR-10F/9333 from M/s. Way Automotives (P) Ltd.,Jeypore(Orissa) on 19th March 2009. This Car always serviced timely by M/s. Way Automotives (P) Ltd, the Authorized Service Dealer . Right from the beginning I observed the mileage problem i.e only 13 K.M/L with my car. When I approached the Dealer point, the Works Manager told that after 4th Service it will come above 20 K.M/L. But unfortunately Sir, still I am suffering with the mileage problem. Presently on NH , I noticed only 15 km/l.Sir, I am a Govt. Officer with the responsibility of touring daily around 75 to 100 K.M. If this the state of affair with fuel efficiency of such a pride product of Tata Motors then how we shall not loose the confidence ? Hope you will realize my problem & help me in rectifying the issue at the earliest.
