IRCTC - Despite amount debited to my SB A/c, Tatkal booking could not be completed

On 08th Sept 2010, I tried to book a tatkal ticket on train No.6525, Kanyakumari Express, from Coimbatore to Bangalore at 8.01 AM. The transaction ID is 0249452094.The amount of Rs.548/ was debited to my ICICI SB A/c through net banking and at that particular time, even though tickets were available,and the amount was debited to my SB A/c, the ticket was not issued to me be by IRCTC.
Even a second attempt at this time through my credit card was a failure, eventhough, tickets were available at this time also, i.e., at 08.15 A. M., forcing me to think that there is a definite racket behind this non-issuance of the tickets by IRCTC.
I hereby lodge my strong protest / complaint and request you to probe into some deliberate delaying tactis which appears to be working within the system, as this is not the first time I am encountering this problem.
Also let me know as to how you propose to compensate me for the mental tension and pressure undergone by me at the hands of IRCTC.
