CITIBANK India - Non Reciept of ATM Pin, I Pin and T pin

I have a Salary Suvidha Account from CitiBank (Account No. 5209128553). The Bank has still not issued me my ATM pin, I pin and T pin. Whenever I call them they say that they have issued and it has been returned back due to door been closed. When the Correspondence Address is of Office, how can the door be closed.
