Tikona Digital Networks - Delay in disconnection because tikona generating bills with out using from 2 mo

I (Sandeep Goswami)am tikona internet service user for more then 8 or 7 month
but since tikona internet speed is very slow i wanted to terminate the service.
send many emails and request to terminate. but they just keep saying
pay the bill and we will do it. but nothing happen after following up for 4 month and paying
last bill and now got new for 2 month without using. now i have really frustrated and don't know what to do .
but i am sure now not going to pay them any money for that i may have to face the court.

this big companies are just running the business like this. this is there strategy to grab the
customer money those who want to stop this slow internet service.

Please note my compliant # 1-2245603245 20th march
first one on 17 th march 1-2242187963 for disconnection

I have all the communication over emails. were they have just standard reply
" we will take appropriate action" this action is to just keep asking for payment.

can someone guide me how to approach the consumer court to teach lesson to this people.
i don't mind paying some money for this.

Please help some one in this matter
