Indian Railways - Wrong fine charged by INdian railway Ticket Examiner

Dear Sir,

While booking railway ticket on internet, one needs to travel with a valid Identification as mentioned on the E-ticket. I am aware of this and so is my father who was coming from Muzaffarpur to Mumbai by train no. 1062 / MFP LTT Express along with Akhilesh Kumar who works with me here in Mumbai. In spite of the fact that Akhilesh was carrying a valid Identity card issues by Gram Panchayat, he has been asked by the ticket examiner to pay fine because according to him the Identity card was not valid. My father tried reasoning with him but he was rude to him as well. Finally my father has paid a fine of Rs. 1492.

I need to understand following -

1. An Identity card issued by a Gram Panchayat is valid Identity proof or not?
2. A ticket bought on reservation counter does not require an Identity while travelling then why an E-ticket should have such rules.
3. What makes the ticket examiner as expert on what should be considered as a valid identification proof?
4. What should be the punishment for the ticket examiner who is rude with a senior citizen?

Please let us know what needs to be done to set things right and railway journey a pleasant experience rather than a hassle.
