IRCTC Indian Railways - I am not satisfied by IRCTC services, TDR Filed on 15.08.2010 refund not given

Sir - I was travelling from Jabalpur to Lokmanyatilak (Mumbai) 01.08.2010 in 2 AC vide PNR no 2********4 thru Godan Express. There was complete AC Failure and TTE has issued a certificate on AC Failure to all the passengers. With lot inconveience I manage to reach Lokmanyatilak (Mumbai).
On 15.08.2010 I have TDR to refund the excess fare and send the original certificate to IRCTC, New Delhi (Receipt no C997482 dtd 02.08.2010). Despite providing worst services the Rlys are not entertaining the TDR Claims. I have been sending the reminders to IRCTC (tdrprocess@irctc.co.in) they have not refunded the money.
Pl help me in getting the refund.
