IRCTC Railways - TDR Not actioned by Railway since long

Sub: Non Refund of IRCTC TDR claim Transaction id: 0********5 dated 17-06-2013
I have booked the ticket on IRCTC id 0********5 (PNR 2448269744) on which passenger 1 got RAC and passenger 2, 3 & 4 got waiting list; for which I have filed TDR on 17-06-2013,due to non working of site at late night on16-06-2013,
The passenger 2, 3 & 4 traveled on General ticket no. 49946894 dated 16-06-2013 from Kashipur To Lucknow (Ticket up to Kanpur ) the scanned copy of the ticket is attached for your kind reference, The TDR is showing regretted status at IRCTC site, kindly reopen the TDR and refund the amount for passenger 2,3 & 4.
On replying the complaint IRCTC always saying that "Dear Customer, Sorry for the inconvenience. Kindly note that your refund case of PNR No.2448269744 has been forwarded to CCM/NRBSB Railway on 31-Jul-2013 as refund is yet to be received from concerned railway, we have sent a reminder on 27-August-2013 with all the papers pertaining to your refund case to concerned railway. As soon as refund, if any, received it will be credited to your card account."

IRCTC ki baat railway ko manne me saalo lag jate hain, chahe aap ganto complaint karne me barbad karte raho, system me improvement hona chahiye.....par sune koan..?
