Ambe ashish co op housing society - Allow visitors parking as per development control regulation 1991 section 32(2)

Hi,
As per development control regulation 1991 section 32(2),there must be reserved parking space for visitor which is mandatory.
But our unique society is disordering the said rule and has strictly disallowed the same.
To add to that a fine is imposed on the member whose relatives or friends unknowingly or knowingly has parked the vehicle inside the compound.
But our building was formed before the rule that is 1974.
A member is in a mood to challenge this rule and conveyed that the society can formulate its own rule to ban outsiders vehicle and even implement that.
request you to guide me the proper direction in our case as the building was formed before the rule and currently the parking area is over utilized.
Whether we can disallow visitors parking as we are currently doing or we must follow the rule.
