Southern Railways - I am not satisfied with the online ticket booking

On Nov-11, I was booking the train ticket through irctc.co.in, the transaction process was failed at the last minute but the vendor has charged for the booking but I have not received the confirmation yet since the irctc note says : "PAYMENT NOT RECEIVED FROM BANK". I was confused and I need my money back or send the ticket. Please take this as a formal complaint and I hope my issue will soon be resolved.
