Railway Station Management - THEFT IN TRAIN BY SHOWING KNIFE!

I have seen three very resent experiences within my own family which show how the Indian Railways has a powerful link with theifs who operate in trains.

In January 2011 my sister travelling through Frontier from Amritsar to Mumbai was looted for all her jewellery and cash which was actually lying in her bag Locked. Overnight, theifs possibly made her breathe something while she was asleep and then they openned all her luggage and very carefully theft for valuables taking their time. In the morning when she reached Mumbai, openned her luggage at her home then he realized what has happenned over night. Theifs were possibly the co-passengers who had valid tickets but bought directly through TTE as their names were not on charts.

Now on 22th Feb 2011, I travelled through the same train AC 2 Tier after my interview from Delhi to Amritsar. When I was finding for some attendant or anybody from kitchen but surprisingly could not find them (which mostly roam around uselessly all the other time). I struck to a man standing idle in the middle of two AC 2 Tier coaches, I asked him what he was doing as the train has startd moving, he had no answer and suddenly his 2 friends climbed up the moving train and those three persons took out Knives and asked me to remove my gold chain or they were going to hit me with knives.
under protest I had to agree to them, right after that, they left the train as THE TRAIN WAS STILL TOO SLOW(I DONT KNOW WHY, I THING PURPOSELY).

By end of November 2010, my bhabhi was sitting at 1st window seat of the coach of sleeper class when the train left the station. right after a few seconds when train picked some speed, the person standing at the door tried to move down from the train pulling her chain from outside of the window (he was stanging out at door and was close to the first seat). Luckily co pasengers noticed and grabbed that hand from the window and the man escaped pulling his hand but took nothing.

I have heard alot about the thefts and incidents in the same train in higher classes of Coaches.

In such times, no TTE/ Attendant/ Waiter/ Police/ etc is found nearby.
We from inside are pretty sure that they are always aware of these elements present in the train. May be they let them do these things.

Why is the train always slow for so long after leaving the station, why is there no TTE/ Attendant when train departs.

some body please react to such incidents and make the trains safer.
