Railway Station Management - No platform at Doiwala

Sir,
Doiwala railway station in Uttrakhand is in shreds. There is no light, not even a platform.Besides,its a small station,so trains stop there for hardly 1-2mins. Thereby making it very difficult to board any train as there is no proper platform. The so called platform is at ground level and kacha/no road.
Where to lodge a complaint and who is suppose to look in this matter???
