With Reference to your PNR No:2232090871, we regret to inform you that refund is not admissible as informed by Railways through their letter no : RO/BBS/E&I/D3/198/19.4.12/ECoR and the reason being : 007-ECoR/21 As per records Passenger(s) travelled on the ticket.

this information was given by raila when I have not travelled at all.
whom should i approach as i feel cheated.
