HP Gas - Cheating of Gas agency

I have booked the New gas connection three months back, and the HP gas allotted the connection, but the HP gas agency is saying i have to pay 4000.00 rupees for the connection, then only they will give the connection. where as the new connection is only 1600.00
Complainant's Goal: I want to pay exact amout which is desided by governament

sir, mera consumer no. 606594 hai. mujhe 31-12-11 ko Gas cylinder mila. uske bad maine 17-2-12, 09-03-12 aur 02-04-12 ko gas book kiya par mujhe meri koi bhi gas nahi mili.. phir maine 28-04-12 ko gas book karwaya jo mujhe 02-05-12 ko mila. mera baki ka 3 gas cylinder kya hua. Please solve my problem.
