Vodafone - Vodafone rejecting MNP

I requested a port out of vf on 28/1 and got the upc vt143149. On 1/2 /11 I got an sms that the porting was canceled due to contractual issues and asked to call 111. I called 111 but the cc rep was rude and did not help, and did not give a reason why the process was canceled. Now Every day around 4-5 pm I get calls from vodafone (reps from Chennai) ********40 asking me why I want to port out, and I have told them many times, but no one is answering my q as to why I am not allowed to port out. I have also written to vodafonecare.tn@vodafone.com
I want an answer.

I want to port out from your poor service, but despite my regenerating UC I am not being allowed to join the BSNL service. Isn't it an autocratic attitude of Vodafone and infringement of my right given by TRAI.
