Airtel Tamil Nadu - They not changing the postpaid bill plan for last 2 months

I bought a new postpaid connection (********66) for my parents from airtel on 2oth June 2013. I requested for CUG plan so that i can make calls free. But instead of CUG they activated general Rs.349 plan. With that plan there is no use. So i requested them to change the plan to CUG on 28th june. They told me to submit the address proof & company ID card proof to airtel office. I did that also and they gave me a new sim also. But till now my plan did not get change to CUG. for last 2 months am paying more than Rs.800 for the bill amount. Whenever i call them they are not at all responding properly.
Complainant's Goal: I want to change my current plan to CUG plan as soon as possible.
