RTA Kondapur Hyderabad - Not Received Permanent Driving License

I have passed my permanent driving license on 11th August, 2010 in Kondapur, Hyderabad. But till today I have not received my permanent driving license. I really wonder why this department is very slow and in this department people are not even willing to give the proper information to the public.
