Reliance communications limited - No relief. Persistent wrong billing

I had used this forum to make a complaint against Reliance Communications Limited on august 12,2010 for wrong billing, even though I have written to them to disconnect my connection.
I was horrified to note another bill for a greater amount in my mail today.
this is shocking. Is there nothing that can be done to book this company
for cheating customers.
