Why was the Original Andhra Bank Passport with PHOTOGRAPH not accepted as a proof of Identity. My parents had to pay a FINE of 754 Rs. for no falult of Ours.

According to the Identity rules - The eTicket can produce Nationalized Bank passbook with photographs. Please let me know if Andhra Bank passbook is not a valid proof else I would like to know the reason my parents had to pay and the stress and strain caused to them due to this journey.

I would like to get a positively reply at the earliest on this. This literally caused lot of disturbance to my old parents. Please treat this as important and reply with validity of the rules.
