New Delhi Railway Station - TTI takes bribe from a Innocent 18 years Boy

My name is Kavita Roy. My cousin brother, Pijush Das was travelling first time in Indian Railways from New Delhi to Kanpur in Mahabodhi Express Train Number 12398. He has waiting in the AC 3 TIER. His PNR Number was 2127273091 {General Qouta} When I booked the ticket, he had waiting as 53 and while boarding the train the waiting turned down to 21 only. A sadarji was also travelling in the AC 3 TIER, so we made him sit on the seat of that sadarji, after taking prior permission because he had taken the upper birth. So finally he got the seat. When the TTI came to check the ticket, he said to my brother that his ticket is cancelled and he has to pay 544 for new ticket and 250 for some charges. Even the sadarji told the TTI, that with his prior permission he has given the seat to Pijush. The TTI could have asked Pijush to move to a General Coach. He would have done that. He already had a ticket, then why did the TTI take the money from him. And even he was told that the money has been refunded to the a/c from which the ticket was paid. I checked my a/c because I paid for the ticket but it was not refunded back. And the TTI misbehaved with my brother asking him to pay again for the new ticket or he will not be allowed to board the train and will be thrown out of the train in the next station. My brother had to pay for it. He was too innocent to understand the cruel ways of the TTI. Fine, I can understand the ticket was waiting but he didn't make any mistake. He got the prior permission from one of passenger to sit on his seat and in other cases also the TTI could have asked him to move to general coach but why did he refare him and took charges and threatened him about this. He was innocent enough to tackle this and fell into the trap. I want a strict action to be taken against that TTI for misbehaviour and for threatening him. And i want the refund of that refare as well as charges because had he given any options he would have followed that but he was just given a do or die situation. If this complaint is not tackle right here, i would approach high level of indian railways and consumer forum and whoever possible, whether its the ministers or the prime minister. Someone has to start a revolution against such corrupt practices.
