working - mobile portability

I have AIRTEL service.I had applied for mobile portability for my number twice.Bharati airtel rejected my approval twice,In that message states that "due to there are subsisting contractual obligation from the subscriber agreement".This is second time even if i ask to the customer Representative they are giving some stupid explanation as you were accepted offer call.my number, # ********03,port id (AT127275 RECEIVED ON 29/03/2011,AT599497 RECEIVED ON 29/03/2011).Please help me to whom i have to complaint.
