This is towards betterment fee of Rs 29332 paid vide Ambedkarveedhi SBM Bankers chq no 013647 dtd 12-08-2002 to Commissioner Yelahanka CMC encashed by him on 13-11-2002. This was towards site nos 109 and 110 of 10 th cross Muneshwara layout ATTUR Yelahanka new town Bangalore 560064 by Sri Anantharamaiah BN written clearly behind the DD.
The CMC commissioner failed to act on my application in the prescribed profarma dtd 27-12-2002 nor replied my subsequent 3 reminders nor my personal representation before the president of CMC dtd 12-03-2006. Nor my recent application/reminder dtd 01-06-2011 answered nor action taken despite my 8 visits since 1st june. Even ARO let alone the case worker nor the RI could do something to find out the fault and rectify the same. A copy of the DD under RTI from the bank reveled the DD has been misused to give khatha to one Smt Mahalakshmi SG site nos 168/183 ward no 22 of ATTUR. My signature on the reverse of the DD is cleverly erased to take the signature of Mahalakshmi SG. My RTI application to Joint commissioner Byatarayanapura zone dtd 28-06-2011 is yet to be heard. Meanwhile I am reminded of an incident in 2002 wherein the driver of my builder/ agent of CMC who was instrumental in getting khathas including that of Mahalakshmi SG from CMC approached me in 2002 for a bribe of Rs 10000 which I refused. This might be the reason for misuse of my DD and non reply by CMC/BBMP officials.Even he challenged me before leaving. This is how the state Govt is working. Even a complaint to CM was acknowledged but no action forthcoming. Even complaint to the commissioner BBMP is yet to evoke any response. Now that the copy of DD obtained on 07-07-2011 from the bank reveals a serious crime/fraud of criminal nature. I am now confused whether an FIR has to be lodged with local police or not.
You are requested to guide me in the matter as to how to proceed further as my khatha is a legal requirement and how to procure now. Incidentally khathas which were being issued were stopped by GOK w.e.f 29-05-2003. While a person who did not pay money for the DD is enjoying the khatha from my DD I am being dodged by CMC/ BBMP officials.
