The problem I am facing due to the mistake committed by Bihar Internediate Education Council and so they are ir-responsible to accept and resolve the issue.
I am in need of English version intermediate certificate as I have hindi version but not for corporate international travel according to new guideline.
I have passed Intermediate (I.Sc) in 1990 , name : SANJAY KUMAR, Roll - 4139 , Reg no - 0341/88 ; year - 1990,
I have applied for english version certificate in Bihar Intermediate Council, Patna, on 17 Dec 2013 along with all documents endorsed by college principle. During verification I have been told (Mr. Rakesh who used to verify the details) that as per the records there is some issue with registration which is not available in the computer records and Father name is incorrect in the system and provided me the problem slip for the same. It was supposed to be corrected by 09/01/2014 as mentioned in problem slip.
I wonder that if the records were not available in computer then how could he checked that the father name and the reg no details are not available ??
After a month 20 Jan 2014, I got an update that there is an affidavit from 1st class magistrate is required for the name correction and the same has submit on 30 Jan 2014 by my father.
On 12 Feb I have been told that submitted documents and affidavit are not sufficient so get the "NAMAKAN PANJI " from college and submit. When I visited college and explained all this to principle he told me that the submitted papers are sufficient and college can not provide the information without any demand notice issued by Intermediate council.
After that my father has visited the council several times and they asked for the same but not provided any demand notice for the same.
And the college is not ready to provide such details without demand notice and they reckon that the information has already got corrected so the certificate in Hindi had issued. As it is Intermediate council fault they are intentionally creating the problem. Once they have issue the certificate in Hindi with correct name what is the problem to issue the same in English there is only language conversion.
I would like to have explanation on my queries below pertaining to the same.
1) I noticed and informed college in 1990 when I got registration number slip and found that father name was misspelled. The concerned has been taken care by college and informed me that the correction has been made. And I received the certificate with correct father name.
If father name was incorrect then how the previous certificate in hindi was issued, if issued it should be taken as baseline and assumed that the details were corrected that time.
As I have all the documents and ready to provide other supporting documents i.e 10 Certificate, PAN Card, Passport,etc which is having correct father name, but denied by the officials to accept, why? an affidavit from 1st class magistrate is already submitted why it has not been considered. If it has no value then why asked and provide in writing that the affidavit is invalid and can not be considered.
On day first it should have been asked the required documents. It's is a common problem and there must be a proper system in place. Why it has taken so long?
2) The correct hindi version certificate was issued by the council and based on that the English version certificate has to be issued without delay.
I am not responsible for any human error made during digitization of the records. My documents clearly shows that the Father name had been corrected so the issued certificate in hindi was having the corrected name.
3) College has already declared that we got fixed the problem in 1990 then why the officials are trying to misguide me.
4) I need the certificate ASAP and confirm that when can I get this , provide the timeline.
