i am enrolled in PGDRD course under balimela college of science and technology in 2004. in 2006 my theory 4 papers were cleared and project report also submitted through registered post. theory four paper grades were reflected in grade card but project paper grade not reflected in grade card. so i can not get my certificate. in contacting with ignou new delhi they told that your certificate has been issued but returned back. so please send a 150 dd for a duplicate certificate. i also had sent. but no response.
