telecom - i am unhappy with MNP

Dear Sir,
i have requested for MNP of my reliance cdma number. i followed all the required steps and i submitted all my documents to vodafone gallery. you will be surprised that after submitting it for three times still porting is not happened and both the service providers (i.e. reliance cdma and vodafone) are playing a blame game on eachother wherein i am a sufferer.
i simply don't understand why portability is not clear to general public. atleast TRAI should provide a direct help number.
