pA lawrence - i am facing problem to get plan sanction

i bought house in plot no.4 (new) ,old no.16, First main road, shenoy nagar east, T.s.no.33/1&33/2, Block-7, Zone V, Division-68, Aminjikarai village. The house was originally sold by municipal corporation in 1954., under shenoy nagar lay-out. I wanted to demolish and construct and prepared plan and approached the AE sQ of the division for suggessions. He said patta is necessary.. when i refered the records, patta not available for total extent , as the corporation at the time of sale, not regularised the land properly with the Revenue records.
My question;
a. why the patta is required? to authenticate whether the plot is private or Govt. Here the land sold by the corporation itself with proper boundaries which tally and the 1965 approved municipal plan of the house also demarkates the boundries in the plan. The house is in existence last 56 years with dwellings.


I request the commissioner to direct the concerned AE SQ not to demand patta ,as the house with total land extent , was originally sold by the corporation.


Or , since the house was sold originally by the then Municipal commissioner, the incubent commissioner will be able to direct the AE Q.
