I would like to make a complaint against Tanishq a TATA product

I had purchased the below product worth 31500/- and was supposed to be delivered to my sister in Goa. However, Tanishq has delivered the item to Rajkot to an unknown person and they are not taking any responsibility towards it.

This is an online purchase.

The item was supposed to be delivered to my sister (Nazia shaik) in Goa only after confirming the valid photo ID, however, the item is received by a Jaykant Oza in Rajkot as per the consignment number (bludart: 5********46) given to us. We do not know this person and Tanishq is not helping us at all. Please help.
