· Bill No.123286 dated 14/09/2009 relating to Water connection No.48315 for Rs.275/- was paid on 23/09/2009 well before due date at Shalimarbagh PO(110088), counter No:1,OP-code:DAYA . But the same was not accounted for in the books of DJB.
· Next bill No.241874 dated 25/11/2009 carried the arrears of this bill alongwith surcharge. When I showed the paid bill in the said post office, they accepted the payment of the new bill after reducing the arrear amunt.
· However, the next bill after this, No.339093 dated 02/03/2010 again added the arrears of the Sep-09 bill in the new bill wjith more surcharge. This time I went to their Ashok Vihar water tank main office and showed the paid bills. They accepted the new payment after reducing the arrears.
· But surprisingly again the following bill No.62414 dated 28/06/2010 carried the arrears of the Sep-09 bill with added surcharge. Again I went to their main Ashok Vihar water tank office and asked them why this is happeing again and again. They accepted the payment after reducing the arrears and told me to give a letter addressed to Zonal Revenue officer, NW III, Ashok Vihar, Delhi-52 explaining the whole position and attach a copy of the paid Sep-09 bill with receipt. I did so and took an acknowledgement and thought that every thing would be ok now.
· But to my utter dismay, the latest bill No.117992 dated 01/10/2010 received recently again carries the Sep-09 load with all the previous and new surcharge. I am totally at a loss to understand what to do. One official removes the arrears after seeing the proof of payment, the other adds them back without asking anybody. One may ask whether there is any accounting system in DJB or not? And whether they ever tally their accounts with their collection centers or not? And if any mistake is detected, whether they should not correct it themselves or expect the consumer only to run to their offices for getting the mistakes corrected? A consumer’s duty is over as soon as he pays the bill. Getting payment entry updated in DJB books is not his headache. I am an old person of over 70 years with heart problem and cannot run again and again to DJB office for this purpose. I think it would be far better to pay, even though it would be double payment, than to smash my head against DJB wall.
