Sub:- taking immediate action against Sh. Sohan
Lal Jindal, Chief Manager, PNB, the Mall, Patiala and
Stopping from taking any action against us, till the
Decision of case.
Sir,
I am very shocked on receiving letter of dated 01-05-2015 written By A.G.M. The Mall, Patiala. (Mr. V.K.Gupta), by which my complaint against Mr. Sohan Lal Jindal ( chief manager, PNB, THE Mall Patiala ) stands rejected without taking any evidence, without recording any evidence and without giving any opportunity to hear me. It is coordinal principle of law that no can be condemned unheard without the opportunity being holding any inquiry by the competent and neutral authorities against the culprits. I know that I had made a serious complaint against Sh. Sohan Lal Jindal but the PNB officers are saving the interest of culprit by rejecting my complaint. The procedure adopted by PNB officers here in Patiala to save the skin of culprit is absolute wrong and against the principle of law. There is no rule in the whole world that without hearing complainant culprit is freed from the allegations when the complainant is ready to supply the true facts and proof of the complaint. Such procedures are adopted only when all the immediate officers are involved in this nexus and these immediate boses of Mr. Sohan Lal Jindal are to be affected by Neutral inquiry of this complaint.
It seems that , The said enquiry which is mentioned in the letter of Mr. V.K. Gupta is done by these officers themselves to save their own skin. This enquiry done is nothing but chor and police are knieved together.
These officers involving D.G.M ( Mr. J.P.Singh ), A.G.M ( Mr. V. K. Gupta), and Chief Manager (Sohan Lal Jindal), had made a nexus with some C. A’s and two to three Property dealers. These officers made target to those properties for which the above persons had a eye upon. These officers made deal with these people and get the possession of those particular properties, and got the property sold at throwaway prices.
So i again request you to appoint a neutral enquiry officers who is not involved in this nexus, to conduct the present enquiry and also to see the previous conduct of Mr. Sohan Lal Jindal in working process, So that justice may be done with me. So far as SARFAESI act is concerned it is a second matter, but before that corruption and misbehave by these officers are intolerable and should be inquired at first instance.
So it is once again requested to look into the seriousness of the matter and conduct enquiry from some specialized agency like vigilance/ CBI etc.further, it is requested to enquire all NPA’s cases of last 5 years and the action taken by the bank officers of PNB, Patiala circle. Please do the needful immediately without any further delay. If any personal evidence with affidavit is required against this corrupt and misbehaving officer, I am also ready for that.

Sub:- with reference to my complaint dated 29-03-2015 , 17-4-2015 and 04-05-2015 against Sh. Sohan Lal Jindal ( chief manager , Pnb, The Mall Patiala) regarding its corruption and mis behave.
Sir,
It is requested with above referred complaint that Sh. Sohan Lal Jindal is capable and competent to manage the system to get clean chit in my complaint of dated 29-03-2015 , 17-4-2015 and 04-05-2015 . He managed all the higher system this or that way and he succeeded in this and get clean chit from higher Bank authorities without listening to us by the Bank authorities.
To avoid such circumstances and to repeat this again, first of all he must be suspended or immediately transferred to any other remote part of INDIA. So that he may not be able to again manage the system and to temper the record. If a inquiry officer is colleague/ officer of same rank or from the the same institution, in such case it is very easy to manage him this or that way to get clean chit from inquiry officer.
So please depute a inquiry officer who is neutral / independent / not relates to PNB, so that Mr. Sohan Lal Jindal May not be able to manage him.
The inquiry officer while inquiring should broaden his field of inquiry with the following information be inquired which itself proves its partiality and its corruption in the Bank :
1. Total number of NPA cases pending, when he joined the mall road branch.
2. No of accounts being declared by this officer as NPA and Action taken by him against them as a recovery officer.
3. Recovery made by him in each and every case.
4. No of OTS done by him in this branch , and recovery made by him in each and every case.
5. No of OTS canceled by him in this branch.
