Indian Railways - Worst treatment to reserved passengers

I have confirm reservation in Amravati - Mumbai train 2112. The berth are 23 & 24 in S5 coach of 4th Dec '10.
I had to call police in Amravati as there were unauthorised free passengers occupying the seat.
I have few more reserved passengers standing and helplessly looking at their seats/ berths.
There is no TTE in train to check.
If we have booked the seats in advance why Railway is not deploying RPF personnel to ensure that journey of reserved passengers is safe and smooth.
I shall be complaing to Consumer court for damages.
Complainant's Goal: Railways must ensure that bonafide passengers are not victimised.
