CITIBANK India - Unsuccesful transaction still CARD CHARGED

I pay my bill everymonth on time, never missed any payment. On 18th / 19th Feb 2013 I tried to make purchase of worth 4500/- from my citibank credit card online, but the transaction was unsuccesful on the website still my card was charged by citibank. When I called citibank customer care the agent (Manjeet Singh from CHANDIGARH SITE) was not at all helpful and when I told him that I want to speak with his team leader or manager, the agent (Manjeet Singh) simply said there is no one available on the floor, and wanted to transfer my call to someother department so that he can run away from the matter. I asked his employee code & asked him is he the only one by that name he denied to give the information. I again tried to make him understand that the transaction was unsuccesful still the card was charged he was not ready to understand and kept saying talk with the lender. Lender cant do anything in this matter because he did not get the money. Never in my life will bank with citibank again.

Even i had same problem last week and they are simply said transaction is successful and informed me to ask for refund from the transfered account bank. They are not at all accepting the problem on their website and they are blaming to billdesk.

Atleast they should accept their problem and they have to work on to rectify their issues.

From my understanding they never accept the problem of customers on this issue.
