Reliance Communications Limited - Un-necessary deduction of money by Reliance CDMA

I guess Reliance is planning to pay the "Spectrum Fee" by deducting money from the accounts of its customer.
My account is debited for sms's on 7th Jan, 2013 and today on 12th Jan, 2013 although I have the UNLIMITED 299 plan active during these two days which give 100 free local sms's daily.
And, when Reliance Customer Care is contacted they have one fixed answer: "Our system is being upgraded so we are unable to check your details". And when asked to transfer the call to the senior or supervisor, then they don't do so and make me wait for hours. Even while I am writing this complaint, I am in line waiting for the call to be transferred. It has been 52 min and 53 sec and the phone was disconnected by the customer care executive after keeping incoming call muted.

Got a call from RCOM clarifying the doubts.
The unlimited 299 plan in Bihar Jharkhand region has been changed w.e.f 8th Jan 2013. Now it doesn't carry any benefit other than 24x7 on-net R2R free calls. and the tariff for calls is 30p per min for local or std.
But RCOM should inform customers regarding the change in plans to avoid customer's comlpaints.
