Indian Railways - Train 14211 runs always late

The train 14211 Intercity Express runs late almost all of the days. Today it is running late by 3+ hours. The people like me who purchased a ticket is in great trouble.
Do Indian railway understand the importance of time?
I wonder when our people would understand the value of time.
The time should be strictly followed.
