AIRCEL - Tough time with AIRCEL

I am Dinesh. I am using Aircel Prepaid SIM (+91 ********52) for past 2 years. I bought the SIM from Tamil Nadu. Right Now I am in New Delhi. I have activated the "One Nation One Rate" to get free incoming roaming calls for which I checked the internet and came to know ( for Delhi circle: Rs.39 and for Tamil Nadu: Rs.49 ) to avail this offer.

I have recharged for Rs.39 on April 14th 2014 because am in Delhi and received the text for the recharge. But the service didn't get activated and the normal roaming charges were continued.
I left this out for 48 hours because sometimes they say that the service may get 48 or so to get activated.

Again, I tried recharging with same Rs.39 for the offer on April 17th,2014. Still, No response from Aircel other than the "top-up has been successful" text message.

After waiting for 48 hours, on 19th of April I called up customer care number (121). The call was not getting connected. So, after searching in the internet for the alternate number,ended up with the Delhi customer care number (+********2345).When I called up,a lady had attended the call. I requested her to speak in English for which the call suddenly got disconnected. I called up for the second time, this time another lady had picked up, requested her to speak in english, she some how managed to speak. I asked her to transfer the call to someone who can speak English. The call has been transferred and that guy has no idea how to resolve my problem and given away the chennai customer care to contact.

I called up the chennai customer care number (+********6789). They suggested me to contact the customer care who take care of Tamil Nadu.

I then called up the Tamil Nadu Customer care number (+91 ********45). A lady had picked up the call and she argued with me that the scheme got over. I told her the details in the internet doesn't say so.
She asked me to stay on line while she could inquire her higher official. She then came up with the answer the offer is available. I asked her then why it is not activated to me for which she hunged up the line abruptly.

I called again the same number, a guy attended and said that Rs.39 is Rate cutter for STD calls and free incoming calls are not included in the pack. I told him the source on the internet said the pack has different on different circle and i selected the one for delhi ( Rs.39) that includes free roaming incoming calls. He argued the pack is available of Rs.49 not for Rs.39. And for Rs.49 pack, I should be getting the free incoming calls.

Then, i did recharge for Rs.49 but still not got the offer. Normal Roaming charges were still reducing.

I know if I call back again I will not be given any useful information other than some other plan.

On a total to get the Rs.39 plan benefit I ended up spending [ Rs.39 + Rs.39 + Roaming charges for 6 customer care calls = 78 ( calculated from reducing in balance from my phone) + Rs.49 ( scheme suggested to me) ]
= Rs. 205. Even now without getting the success of the offer getting activated.

I am so much disappointed with AIRCEL and their irresponsible Customer care.
