I had filed a TDR for my Ticket PNR 2311726419 in which half of the passengers were wait listed after chart was prepared. According to the new TDR rules in such circumstance filing a TDR for the wait-listed passengers should have resulted in a full refund but the TDR status show CR Repudiate.
I had filed the TDR once the chart was prepared for boarding at Kanpur. According to the rules TDR should be filed 30 minutes before actual departure of train that was appx 3:20 that day. I had filed the TDR as per latest rules and I should have been refunded the total amount for WL passengers
