Infor - Tax non refund

I have submitted tax for the year 2011-12 . I have acknowledgement for the refund of 9k . So far i did not get the money and no updations . I have been follow up with an agent who has submitted the form 16.
I even have visited the tax office. As they did not respond with proper details.
In this regard i would like to know the alternate approach :( ?
