South Central Railway - Side upper bearth problem in south central railway

After removing the side middle bearth they didn\'t fix the side upper bearth into normal position. Its very inconvenient to the people, they are unable to clime the bearth even they are unble to sleep also. No air, no confort....... I faced the problem in goutami express. please fix the side upper bearth into normal position.
