Central Railway - Request for early action in recovery of stolen cash and gold

I am working as scientist-G at Atomic Energy Regulatory Board, Department of Atomic Energy. I was returning from Hyderabad to Mumbai in II AC Compartment (HA-1); train no. 7032, dated 20.06.2010 after completing the engagement function of my daughter at Hyderabad. In the early hours of 21.06.2010, about Rs. 40,000/- and gold coins worth nearly 65,000/- were stolen from the hand bag of wife, who is sleeping in berth no. 10, AC II class (HA-1 compartment). The thief, after taking the money and gold, left the hand bag in the bathroom of B2-compartement (adj. to HA-1 compartment) and ran away.

The Train Ticket examiner, Mr. S.R. Barve, Head TE, SUR (B.No. 7/164) and the coach attendant showed utmost non-cooperation. In spite of my repeated requests to provide me with the blank complaint forms, the Hd TE did not give me the required forms to lodge a complaint. When the train stopped at platform no. 1 at Kurudwadi station ( at about 04.30 hrs of 21.06.2010), the Hd TE took me to platform no. 4 with a pretext to search for Railway Police Force personnel. There were no RPF personnel at that place. After taking me to various places in the Kurudwadi railway station for more than 30 minutes, Mr. Barve, Hd TE gave the complaint forms (form no. CRP No.-01-02-0589-3,00,000-form-08-03) to me under the advise of the Asst. Station Master, Krudwadi.

It is well known that it is not possible for anybody to enter the II AC coach (HA-1, having half AC-I class) without the knowledge and connivance of the coach attendant and the Ticket examiners of II AC coaches in the trains. Knowing pretty well that the General Railway Police Force is the concerned department for booking the theft complaints, the Hd TE took me to various places at the Kurdwadi station. In addition, even though the Hd TE possesses the complaint forms with him, he did not give them to me for long duration. The Hd TE and the coach attendanct, Mr. Balaji played various tricks to divert my attention and aided the thief to escape with the loot. I strongly suspect these two persons that they are seriously involved in planning and making the theft.

Subsequently (when the train left Kurdwadi station), one GRPF constable came in to the II AC coach and helped filling the complaint forms. I do not know who informed him and how he came to know about the incident.

After getting down at the destination (Dadar station), I lodged a complaint in the GRPF police station (Platform no. 4, Dadar) and an FIR was registered with FIR no. 00, dt. 21.06.2010. It is given to understand that the FIR will go to the Kurdwadi Police station through proper channel. Even after two days of registering the FIR, it did not reach the concerned police station. In the meantime, the complaint submitted to the GRPF constable in the train was handed over at the Kurdwadi police station and a case was registered. The case no. at Kurdwadi station (CR No.) is 25/10, dt. 21.06.2010.

Although nearly more than 48 hours have passed after lodging the complaint in the Kurudwadi police station, there is no information to me till now. I request you to please look into the matter and expedite the investigation and handing over my cash and gold to me. For a simple government servant working as scientist, this loss is very huge and insurmountable. I request you to kindly help me in returning the money and gold lost by me in the II AC coach of tr. no. 7032 dt. 21.06.2010
