Snapdeal.com - Refund my money and my extra charge

I ordered TSX Exquisite Black Jacket from snapdeal.com,
order ID 1313040159, price Rs 699
using SBI Internet Banking through
online shopping on 8th October 2013.
They told me they despatched on 17th
October 2013 and they gave me a
guarantee to deliver me on 22nd
October 2013. But they did not deliver
me on 22nd October 2013. I called the
snapdeal customer care on 23rd
October, they told me they will refund
my money within 7 days from the date
of 23rd October 2013. I did not my
money or goods till date. I called the
customer care many times. I claimed to
give me back my money Rs 699+ Rs
207 (10%/week x 3 weeks)+ Rs 94(my
phone bill for contacting Snapdeal) =Rs
1000 because they lied please help me
as soon as possible
