Indian Railways - railways neglect

I booked a ticket for my wife from Udham Singh Nagar to Delhi in train KGM ANVT AC EXP / train no.- 14011 in 3AC for date- 06/04/2012, with PNR No.- 2********1. It was confirm reservation in B6 Coach with seat no 13. When train arrived on station there was no B6 coach in it. on being asked TTE said B6 coach is not attached hence your ticket is cancelled, you'll receive amount for it in your bank account( i haven't got it till date). and now you are without ticket and if want to travel pay for ticket and as well as penalty for being without ticket.
She was required to catch a flight that day from delhi.
My wife was on station with my 8 months old daughter in her hands and luggage, helpless......even after having a confirm ticket.
This was an absolute neglect of duty on part of station master as well as railways as whole. They should reply to this complain and to all those passengers of B6 coach that day.
