MTNL Mumbai - Low response of officers

Respected Sir,
I am using MTNL Broadband service of 495unlimited for speed of 340kbps with MTNL land-line number 23471467.
But from last four months I am not even able to get speed of 30kbps.The time to open a single page takes me more than 3minutes either sometimes it shows me page not found.
I had registered complain thrice with MTNL but response was negative.They either gave me another number to contact and said its not their concern.(complain no.3025)
I look forward for a better service from MTNL.
