Indian Railways - Late running of train no 2833/34

Train No. 2833/34 is a superfast train but is a habitual late runner sometimes by more than 12 hours. Why? The other trains from Gujarat to Howrah rarely runs late. Why? Is this a deliberate attempt?
Is there any provision for return of superfast charges in case of late running of trains?

please introduce the debit card or smart card system in the general and reservation counters while purchase the travel tickets it easy for collecting the ticket and quickly provides to the pasengers
