IRCTC Indian Railways - Insensible seat allotment for senior citizens

I booked tickets from chennai to bangalore. In spite of availing senior citizens concessions and also selecting the option of "book only if 2 lower berths are allocated" my parents got middle berth allocated. How do you expect 70+ year old place to climbe up and use middle or upper berth? Why do you have that option if it's of no use. I can't book from senioreading citizen quota because I also have to travel with them
2 times I booked and cancelled because only middle berth is getting allocated to them. You people are only interested in collecting cancellation fee. It came up to rs.640. How worst is the system which can even allocate lower berth to elderly people in spite of mentioning they are senior citizens and have also selected option of confirm booking only if 2 berths allocated.
We speak India to become a fully developed country where it's even have a sensible train booking system
All the options are waste. It's intention is only to get cancellation money. Shameful
