East Coast Railway - I require clarification

I had a bitter experience while travelling from to Vijayawada (BZA-SC Rly) to JKRoad (Odisha) in August 2013 by East Coast Express. I was carrying a TV 26 cms size in my luggage. No body raised any objection between Vijayawada to Cuttack, but at JK Road Railway station the ticket checking officials levied penalty stating that there are railway rules not to allow electronic goods alongwith passenger luggage and some additional charges are to be paid. I paid the penalties as demanded by them, but they refused to issue a valid receipt. As much time elapsed, I do not like to delve into the matter, but I would like to be enlightened whether such a rule was there where passenger are charged specially when they carry electronic items like TVs as above.

Sir people had a very exp travelling by 12073 from Howrah to buvneshwar today DTD 13.12.2016 has the train reached Jaipur at 6.34 instead of 6.17 hrs but while reaching Cuttack it has taken nearly 6 halts don't know the reason why officials r negligent in respectibg the passengers time u people have no time sense but people had to face a problem without a reason as the time to reach buvneshwar gvn as 8.04 pm but train still stood at outskirts of Cuttack Rly station even at this time of 8.26 why passengers had to face time delays because of yr mistakes this to be noted and corrected otherwise people will fight against u so badly if this is repeated and tortured by u try to mend yr ways people in other countries running with higher speed and u Indian railways still backward in everything try to feel shame for yourselves not respecting others time /ramakrishna I( I travel more than 21 days in a month out of which I travel nearly 10 days per month in trains
