Indian Railways - I am not satisfied with railway parcel system of india

On 8 Jun 2011 I had booked my bike (CD Dwn MP-28, 5561) in Indore railway station to transfer it to Parasia railway station. As per parcel officer bike will be move by tomorrow, and it can received there day after tomorrow by receiver (Name as given on receipt) with showing ID proof (Total Amount 350 Approx).
But the bike had not reached at parasia railway station; the receiver had done inquiry every 3-4 days. But bike not found in parasia. In between (14/6/11) we had gone to checked bike in chhindwara railway station, there bike is available. Due to mistake of railway the bike unload in chhindwara railway stn. After this, parcel officer not handling bike to receiver without showing the Indore railway receipt. And also he charge Rs-10/hrs, total amount Rs-1280/- due to storage over time charge (15/6/11).
Over all I want to know why the railway is taking contact number & other details during booking, why railway officer can't call to receiver, that bike has came in chhindwara. Also I want to know how we can know the parcel is reached or not because it's depend on luggage load on date; otherwise I have to pay Rs-10/hrs that will be very much.
