Banking - I am frustrated with these hidden charges

I have been charged Rs.28.09/- for a transaction named "ATMDEC CHG" twice on 14/06/2012.

I am holding salary account where i can have upto zero balance, and if I am using other bank ATM, then its also legal as per RBI rule.

The reported transaction detail is "ATMDEC CHG/28-04-12/0528/25ST3" & ATMDEC CHG/28-04-12/0528/25ST3. The transaction date is 14/06/2012.

My ICICI account number is 004001574569 and is with Madhapur,hyderbad.
