United Commercial Bank UCO - I am confuse why UCO Bank stop opening Acct.

Seriously I am totally confused why UCO Bank,Raniganj,Dist- Burdwan(W.B),IFSC Code-UCBA0000047,Branch Code-000047,straightly denies that they are not able to open Bank Acct under PMJDY Scheme in December. They told me that they will open the account under that scheme maybe middle of January. But without any circular or any type notification how it's possible? If I am not wrong then,without any obligations they bound to open a/c.daily.
So,please solve my problem and reply as soon as possible. I'll be highly thankful to you....
