Reliance Communications Limited - Don't pay any money until you get the connectivity otherwise you will be cheated

I am facing very embarrassing situation with reliance service and executives in Hyderabad. I subscribed for New Reliance Net Connect Broadband with the no. ********97 on 2nd November’09 morning 10’O clock. I paid Rs. 3500/- for the data card. My plan is Brdbnd3GDy10GNgt250.
The person named Vijay, with phone no. ********666 came and took money and documents from me. He told me that I would be provided the connection within 2 hours. But he was not able to install the and activate the connection properly. Therefore, he told me next day by morning by 9’O clock (3rdNovember’09) his superior Zubair, with the telephone no. ********94 would come and install it properly. I clearly told them if they failed to do so I could not take the connection. Because I am share market trader, I have huge amount open positions that I wanted to watch very carefully and close some of them. But until now they did not come and install it. I called both the people so many times. But they are not at all attending my phone call. I tried to call the nodal officer in the following number 040-30331771. No one is lifting the phone. What shall I do? Shall I need to go to consumer court? Shall I need to complaint to higher authorities of Reliance?
