Colorbar Cosmetics - Cheated by retail store

I bought a Colorbar Lip color from their retail shop at Viviana Mall(Thane) on 27th August at around 4:15 pm. When I opened the product for using it on 28th August at around 9 pm, I found that the box was empty. I went to the respective store on 29th August at around 11 am to explain them that i have received an empty box. I was not entertained by the person at the counter stating that the salesgirl who sold the product to me is on leave and only she could address me. Only after my persistent requests did they wrote down my contact number and complaint. I was not given any contact details of the stores. Only on my constant pressurizing was i given the number of the salesgirl but was strictly told not to call her as she was on leave. I received a call from the salesgirl on 30th August at around 2:15 pm stating that she was confident that she checked the product before handing it over to me and future course of action can only be confirmed by her superiors. I got a call from her today stating that they cannot help me with my situation. I tried to contact the customer care number +91 11 41672350 twice but on both occasions the person on the other end hung up on me stating it was Sunday. I have been clearly handed over an empty box in place of a cosmetic and i have no idea how to lodge a complaint with the company itself before going to the consumer forum. Please help
