South Central Railway - Charging of Excess fare against showing Original Credit card with photo as proof

Hi, This is Chendra Sekhara Reddy. T and i was tavelling in train no 1028 (Chennai - Maumbai mail) on 17/Aug/2010 having e-ticket with PNR No. 4420367538. There was a squad Mr. Venugopal (Guntakal region) who has checked my e-ticket after guntakal. On his demand to show my identity, i have shown my credit card with photograph in original and colour photocopy of my driving licence as a proof of identity which he has denyed as a proof of identity. He charged me Rs. 2,430/- with EXCESS FARE TICKET vide no. 240550 saying i am travelling without valied id. But Credit card with photograph in original is valid as a proof of identity from 06/Aug/2010 as per IR rules published in news paper & telecasted in all news channels. He ignored to check with his own dept about changes in law / rules. I was forced to pay the EFT fare unncessary as i have left with no other option and was been troubled by Mr. Venugopal.
All the TTE's who have come in the train after Mr. Venugopal are aware of the new rule of acceptance of Credit card with photo identity is valid.
When i asked for complaint book with tavelling TTE & Dy. Station Manager (Commercial) - MumbaiCST on duty at 5.30am on 18/Aug/2010 denyed to give the complaint book and said they don't have the same and i was forced to calm myself down.
I need resolutiion with return of my EFT fare paid by me and compensation for the discomfort caused to me. I demand to to punish Mr. Venugopal for being unaware of changes in law and ignoring to check the changes with his own dept. officials and being so adamnet to fool others being a fool by himself. I was distrubed extreemly and not able to calmdown for 2 days.
