SUB-information regarding danger of building cause of illegal construction and alteration

With due respect I am manoj pawar r/o 1695 2nd floor kucha jatmal, dariba kalan,chandni chowk , delhi-6
I am living since 1995 it was built up 3 floor till top, but the owner of 3rd floor two equally divided in favor of ram singh and meera Sharma, they both built up forth floor on their own. And recently in such a loaded building, the 1st floor owner Deepak verma, he alter the main pillar of building within his premises, the whole building has collapsed more than an inch. I try to communicate him but he didn’t show any interest regarding the same, he is not repairing the damage portion coursed by him. Neither showing any interest to do so. I can’t talk to him further because he is not a fair person.
Now as a resident it’s my duty to inform you regarding the coming up danger on us.
